The Union of National Employees has two major documents that determine how it operates.
Our bylaws are our version of our union’s constitution. They’re essentially our rules; they determine the powers and duties of the union. Bylaws can only be changed once every three years during our national convention. Each change requires the vote of at least two-thirds of our delegates.
Our policies help us govern the day-to-day operations of the union. They can be changed by the National Executive during any of their meetings.
